Techo Propio or Mivivienda: how do Peru's housing programs differ, and which fits you?

Techo Propio: the Bono Familiar Habitacional

Decreto Supremo 012-2026-VIVIENDA restates what Ley 27829 says about the grant: it is given “por una sola vez a los beneficiarios, […] sin cargo de restitución por parte de éstos” (once, with no obligation to return it), as “un incentivo y complemento de su ahorro y de su esfuerzo constructor” (an incentive and complement to the family’s own savings and building effort). It can only be used to buy, build on your own land, or improve social-interest housing (vivienda de interés social, VIS).

For buying a new home, the same decree sets the 2026 caps:

The grant does not cover the whole price. Under article 5.1 of the Operating Regulation, the purchase contract must state “el valor del BFH, del Ahorro y del Financiamiento Complementario de corresponder”: the grant, plus your savings, plus a loan if one is needed.

Who can apply

Article 17 of the Operating Regulation sets four conditions for the family group:

  1. Be a family group. For example, one person and at least one relative up to the second degree who live together, a married or cohabiting couple, or a blended family.
  2. Stay under a maximum monthly family income. The regulation does not fix the figure: the Ministry of Housing’s statistics office calculates it each year from the national household survey (article 17.2.1).
  3. Not have received state housing support before.
  4. Not own a home, land, or independent air rights for housing.

If you are a foreigner, note this: the regulation allows foreign members in the family group, but then “la JF debe ser de nacionalidad peruana” — the head of the family must be a Peruvian national (article 17.1.3). The head of the family and their dependants must live in Peru.

The grant amount

The regulation sets the BFH amount in UIT, by type of home. We do not reproduce it here for two reasons: the regulation’s table still refers to 2024 home values, and there are drafts to change the regulation, explained in «Possible changes ahead» below. Before you sign, ask for the amount in writing and confirm it with the Fondo MIVIVIENDA.

Mivivienda: the mortgage and the Bono del Buen Pagador

Under the regulation of Ley 29033, the Bono del Buen Pagador is an “ayuda económica directa no reembolsable, que se otorga a través de las instituciones financieras intermediarias, a las personas que han cumplido con los requisitos y procedimientos de asignación y otorgamiento determinados por el FMV”: direct, non-repayable aid given through banks and lenders to people who meet the requirements the Fondo MIVIVIENDA sets. It also says “el BBP es otorgado por una única vez”: it is given once.

The amount depends on the home’s value. Decreto Supremo 011-2026-VIVIENDA set the 2026 values:

These values are updated once a year. The same regulation provides larger amounts in two cases: for sustainable homes, and the BBP Integrador for people on lower incomes, older people, people with disabilities, displaced people and returning migrants.

The requirements for the loan and the grant are not in the decree: the norm leaves them to the Fondo MIVIVIENDA. That is why we do not list them here. Ask the Fondo or the bank before you reserve a home.

How to choose

  • If your budget is under Techo Propio’s caps and your family meets its requirements, Techo Propio is usually the first route to check, because the grant tops up your savings and is not repaid.
  • If the home costs more than Techo Propio’s cap, or you do not qualify, the Crédito Mivivienda range goes up to S/ 367,600.
  • There is an overlap. A home costing, say, S/ 100,000 falls within both price ranges. Which program suits you then depends on your eligibility, your savings and the amounts in force when you apply.

Neither program changes your rights as a buyer against the developer. If something goes wrong with the project or the handover, the rules are those in buying a home in Peru.

What this page does not cover

We do not give the Bono Familiar Habitacional amount, Techo Propio’s current income cap, or the Crédito Mivivienda requirements, for the reasons above. We also do not cover the build-on-your-own-land and home-improvement options, or what happens if the grant is not paid out.

How to file

  1. Place the price of the home you are looking atUp to S/ 109,100 (house) or S/ 136,100 (apartment) is within Techo Propio's 2026 cap for new homes. Between S/ 69,900 and S/ 367,600 is the Bono del Buen Pagador range. There is a band where both overlap.
  2. Check whether your family meets Techo Propio's requirementsA family group, income below the current maximum, no previous state housing support, and no home or land already owned. If anyone in the group is a foreigner, the head of the family must be Peruvian.
  3. Confirm the current amounts before signingThe Techo Propio grant is set in UIT by type of home and its regulation is being amended. The Bono del Buen Pagador changes every year by decree. Ask the developer for the amount in writing and confirm it with the Fondo MIVIVIENDA.
  4. Read the reservation and purchase contractsUnder Techo Propio, the contract must state the price, the grant, your savings and any complementary financing (article 5.1 of the regulation). If something does not match, raise it before signing.

None of this is law in force yet. What this page explains is what applies today; this is what could change it.

It would amend the rules that govern buying a new home with Techo Propio today. The resolution published in El Peruano does not say which articles change, and the draft text is only on gob.pe; we did not read it. So we do not know whether it changes the grant amount.

What it would change
It would replace the rules that govern buying a new home with Techo Propio today (Resolución Ministerial 0104-2025-VIVIENDA). According to the resolution itself, the three main changes would be: the complementary financing could also be a non-mortgage housing loan from a financial institution; projects financed through a securitization trust with Fondo MIVIVIENDA's participation would be included; and an exceptional value of «el 25% al valor del BFH» would apply when the head of household is a student aged 20 to 28 in the final years of study. For someone comparing programs, the most visible change is that exceptional grant value for young students. We did not read the full draft.

Techo Propio and Mivivienda are the same thing under two names.

No. Techo Propio gives a housing grant (Bono Familiar Habitacional) for social-interest housing with low price caps. Mivivienda is a mortgage, and the Bono del Buen Pagador goes to people who take that mortgage, for homes up to S/ 367,600 in 2026.

You have to pay the grant back if you later sell the home.

Both norms describe the grant as non-repayable. The Bono Familiar Habitacional is given "sin cargo de restitución" (with no obligation to return it), and the Bono del Buen Pagador is "ayuda económica directa no reembolsable" (direct, non-repayable aid). Any conditions in the contract or program rules about the home itself are a separate matter this page does not cover.

Can I get the grant more than once?

The norms say both grants are given only once. One of Techo Propio's requirements is also that you have not received state housing support before.

What does the Crédito Mivivienda require?

The norm leaves the requirements and procedures for the Bono del Buen Pagador to the Fondo MIVIVIENDA. We do not reproduce them here because we did not read them in a published norm; ask the Fondo or the bank before you reserve a home.
