Nuevo Crédito Mivivienda and the Bono del Buen Pagador in Peru: how they work and who qualifies
The Bono del Buen Pagador is a non-repayable grant added to a Crédito Mivivienda mortgage. To get it, the lender must approve you, your household cannot own another home, and the price must fall within the set ranges. You must pay it back if you are rated a bad payer or repay the whole loan within five years.

What is still unverifiedWe read the regulation of Ley 29033 (Decreto Supremo 003-2015-VIVIENDA) in the 22 January 2015 edition of El Peruano (SPIJ copy) and its amendments in El Peruano: Decreto Supremo 002-2018-VIVIENDA (article 3, item c), 017-2021-VIVIENDA (definition of Crédito Mivivienda), 004-2024-VIVIENDA (sections 2.1 and 2.2), and 004-2025-VIVIENDA and 011-2026-VIVIENDA (only the values in section 2.2, item a). We could not read an official consolidated text, so we cannot rule out a later change to articles 3 to 6 that we did not find. We did not read the text of Ley 29033 itself: what we say about it comes from how the supreme decrees summarize it. The Fondo MIVIVIENDA posts a Nuevo Crédito MIVIVIENDA lending regulation on gob.pe, but the available text is dated 2012; we did not use its figures (down payment, terms) because we could not confirm they are still in force.
What each one is
The two go together:
- The Crédito Mivivienda is the loan. The regulation defines it as “el crédito hipotecario otorgado por una empresa del sistema financiero nacional, con o sin financiamiento del FMV, a favor de un beneficiario que cumpla con los requisitos establecidos por el FMV” (a mortgage granted by a Peruvian financial institution, with or without Fondo MIVIVIENDA funding, to a borrower who meets the Fondo’s requirements). It pays to build, improve or buy a home.
- The Bono del Buen Pagador (BBP), the “good payer bonus”, is the state grant added to that loan. The decrees that update it describe Ley 29033 this way: the bonus aims “incentivar y promover el cumplimiento oportuno de los pagos mensuales del Crédito MIVIVIENDA otorgado en soles” (to encourage on-time monthly payments on a Crédito Mivivienda in soles) and is an “ayuda económica directa no reembolsable” (direct, non-repayable financial aid) given “por medio de las empresas del sistema financiero” (through financial institutions).
So you do not apply for the bonus on its own. You get it through the bank or lender that gives you the Crédito Mivivienda.

Who qualifies for the bonus
Article 3 of the Ley 29033 regulation sets the requirements:
“Constituyen requisitos para la asignación del BBP: a. Contar con la calificación por ingreso familiar como sujeto de crédito emitido por la IFI que otorgue el Crédito MIVIVIENDA correspondiente; b. Que el solicitante del Crédito MIVIVIENDA y, de ser el caso, su cónyuge o conviviente, e hijos menores de edad no sean propietarios de otra vivienda; […] d. Otros determinados por el FMV.”
(The requirements are: a. the lender approves you as a borrower based on household income; b. neither you nor, where relevant, your spouse or partner and minor children own another home; d. anything else the Fondo sets.)
And item c, amended in 2018:
“c. Que el valor del inmueble a adquirir no exceda los límites establecidos en el numeral 2.2 del artículo 2 del presente Reglamento.”
(The price of the property must not exceed the limits in section 2.2.)
In practice, four conditions:
- The lender approves your loan based on your household income. No approval, no bonus.
- No one in your household owns another home. That includes your spouse or partner (cónyuge o conviviente) and your minor children.
- The price is within that year’s range. For 2026, Decreto Supremo 011-2026-VIVIENDA sets ranges from S/ 69,900 up to S/ 367,600.
- You meet whatever the Fondo MIVIVIENDA adds. The regulation leaves “other” requirements open to the Fondo.
Article 5 adds that only “las personas que accedan al crédito MIVIVIENDA por medio de las IFI” (people who take a Crédito Mivivienda through an IFI) are beneficiaries. The regulation defines an IFI as an “empresa del Sistema Financiero” supervised by the SBS “que es considerada apta por el FMV para el otorgamiento de los Créditos MIVIVIENDA” (that the Fondo considers fit to grant these loans).
Who decides, and how it is paid
The regulation sets the frame, but the Fondo MIVIVIENDA writes many practical rules:
“El FMV establece el procedimiento de asignación y otorgamiento del BBP, de acuerdo a los requisitos mencionados en el artículo precedente; así como, las características y las modalidades del Crédito MIVIVIENDA otorgado.” (article 4)
(The Fondo sets the procedure for granting the bonus, and the features and types of the loan.)
According to Decreto Supremo 017-2021-VIVIENDA, Ley 29033 also leaves “el mecanismo y el monto de desembolso” (how and how much is disbursed) to the Fondo. That is why the decree does not tell you how the bonus is applied to your loan. Ask the lender to explain it in writing before you sign.
Three kinds of bonus
In its current text (amended in 2024), the regulation distinguishes:
“El BBP se otorga para viviendas tradicionales, así como para las viviendas sostenibles que disminuyan el impacto sobre el medio ambiente cuyas características y requisitos se determinan por el FMV. Asimismo, se prioriza el otorgamiento del BBP a la población de menores ingresos y vulnerabilidad a través del BBP Integrador […]”
(The bonus covers standard homes and sustainable homes that meet the Fondo’s criteria, and gives priority to lower-income and vulnerable people through the BBP Integrador.)

The calculation rules read, word for word: for sustainable homes “se aplica el 1.16279 UIT sobre los valores del BBP de vivienda tradicional”, and for the BBP Integrador “se aplica el 0.66019 UIT sobre los valores del BBP de vivienda tradicional”, both “con redondeo a la centena superior” (rounded up to the next hundred). We do not convert these rules into soles: ask the lender for the amount that applies to you.
If you qualify for the BBP Integrador as a lower-income person, there is a cap: each year the Fondo MIVIVIENDA publishes “el valor actualizado del ingreso máximo” (the updated maximum income), using as a reference the national average income of socioeconomic level C1.
When you must pay the bonus back
This is the part most people miss. The bonus is non-repayable, but article 6 of the regulation has exceptions:
“Los beneficiarios deben reembolsar el BBP cuando: 6.1 No son puntuales en sus pagos del Crédito MIVIVIENDA y son calificados como Malos Pagadores según lo establecido por el FMV; o 6.2 Prepaguen en forma total el Crédito MIVIVIENDA, en virtud del cual se le asignó el BBP, antes de los cinco (05) años de su desembolso por parte de la IFI, según lo establecido por el FMV. 6.3 Otros que determine el FMV.”
(You must repay the bonus if: you are not punctual and the Fondo rates you a bad payer; you repay the whole loan within five years of disbursement; or in other cases the Fondo sets.)
What this means for you:
- If you fall behind. Not any late payment: you must be rated a mal pagador under the Fondo’s rules. The regulation does not say how many missed installments that takes.
- If you repay everything within five years. Full prepayment in that period means repaying the bonus. The regulation speaks of full prepayment (en forma total); it does not mention partial prepayments.
- Other cases. The Fondo can add more.
The cover that protects the lender
The regulation defines a credit risk cover (Cobertura de Riesgo Crediticio): “la facilidad otorgada por el FMV a favor de las IFI, en los casos que se den por vencidas todas las cuotas pendientes de un Crédito MIVIVIENDA por causa de incumplimiento de pago del beneficiario” (a facility the Fondo gives lenders when all outstanding installments are called in because the borrower defaulted). It is a facility in the lender’s favor. The regulation does not say it reduces your debt.
The values change every year
The regulation requires the bonus amounts and price ranges to be updated together “una vez al año” (once a year). If you reserved a home late in one year and sign the loan the next, ask which table applies to you.
What this page does not cover
We do not cover the internal terms of the Nuevo Crédito Mivivienda (down payment, term, interest, insurance), because the Fondo MIVIVIENDA sets them and the lending regulation we found on gob.pe is dated 2012. How to file
- Check the home priceIn 2026 the bonus applies to homes priced from S/ 69,900 to S/ 367,600. Outside that range you do not meet article 3, item c.
- Check that no one in your household owns another homeYou, your spouse or partner and your minor children must not own another home.
- Get the lender's approval and terms in writingThe lender assesses you based on household income. Ask for the summary sheet (*hoja resumen*) showing the bonus amount, how it is applied, and what happens if you prepay or fall behind.
- Ask whether you qualify for the Integrador or sustainable bonusIf you are an older adult, have a disability, are displaced, are a returning migrant or have a lower income, or if the home is sustainable, the bonus is calculated differently.
- Protect your payment recordThe bonus rewards paying on time. If the Fondo MIVIVIENDA rates you a bad payer, you will have to repay it.

The Bono del Buen Pagador never has to be paid back.
It is non-repayable in principle, but article 6 of the regulation requires repayment if you are rated a bad payer, if you repay the whole loan within five years of disbursement, or in other cases the Fondo MIVIVIENDA sets.
I can get the bonus even if I already own a home.
The regulation requires that neither you nor, where relevant, your spouse or partner and your minor children own another home (article 3, item b).
The bank decides and pays the bonus.
The lender assesses your household income and channels the bonus, but the Fondo MIVIVIENDA sets the procedure for granting it (article 4).
A Crédito Mivivienda is always funded by the Fondo MIVIVIENDA.
Since 2021 the definition says the lender can grant it "con o sin financiamiento del FMV" (with or without Fondo funding), under Decreto Supremo 017-2021-VIVIENDA.
All the requirements are written in the law.
The regulation sets a few requirements and leaves the rest to the Fondo MIVIVIENDA: article 3 includes "otros determinados por el FMV" (others set by the Fondo).

Who qualifies for the Bono del Buen Pagador?
Someone who takes a Crédito Mivivienda and meets article 3 of the regulation: the lender approves them based on household income, neither they nor their spouse or partner and minor children own another home, the price is within that year's ranges, and they meet any other conditions the Fondo MIVIVIENDA sets.
What happens to the bonus if I fall behind on payments?
If you are not punctual and the Fondo MIVIVIENDA rates you a bad payer (*mal pagador*), you must repay the bonus (article 6.1). The regulation does not say how many late payments that takes; the Fondo sets it.
Can I pay off the loan early?
The regulation does not forbid it, but if you repay the whole loan within five years of disbursement, you must repay the bonus (article 6.2). Ask the lender for the exact amount first.
What is the BBP Integrador?
The version of the bonus for five groups: lower-income people, older adults, people with disabilities, displaced people and returning migrants. Its value is calculated with its own rule. For the lower-income group, the Fondo publishes the maximum income each year.
How much is the bonus in 2026?
