PTP and CPP in Peru: is extraordinary immigration regularization still open?
No PTP is open. The PTP for Venezuelans closed on 31 December 2018, the Decreto Supremo 010-2020-IN process had its last extension in April 2023, and the 2023 PTP gave six months to apply. Still open: switching from CPP to Especial Residente before the card expires, and the humanitarian status.

What is still unverifiedEvery rule quoted here was read in El Peruano or on gob.pe on 30 September 2026. What we could not fully close: (1) that no Migraciones resolution after Resolución de Superintendencia 000109-2023-MIGRACIONES has opened a new PTP. We checked Migraciones' rules search on gob.pe, El Peruano and the press up to September 2026 and found none, but a search cannot prove something does not exist. (2) The exact date the exceptional CPP extension in article 3 of Decreto Supremo 003-2023-IN ended: the rule ties it to the publication of the Migraciones TUPA, which we did not read. (3) Item 220.4 of the regulation, which article 98-A cites as an exception to the deadline, was not reviewed for this page. We also checked that Decreto Legislativo 1720 (2026) and Decreto Supremo 011-2024-IN do not amend the permiso temporal de permanencia, the Especial Residente status or article 36 of the law. The short answer: no PTP is open
As of 30 September 2026 we found no Permiso Temporal de Permanencia (PTP) process open. There were three, each with its own deadline. What remains are procedures with conditions: switching from the CPP to the Especial Residente status before the card expires, the humanitarian status for people in serious vulnerability, and regularization after an overstay, which has its own page.

The first PTP, for Venezuelans: closed in 2018
The first PTP was only for Venezuelan nationals. Decreto Supremo 007-2018-IN set its limits:
“Los presentes lineamientos tienen por objeto establecer el procedimiento para otorgar el permiso temporal de permanencia por un año a las personas de nacionalidad venezolana, que hayan ingresado al territorio nacional hasta el 31 de octubre de 2018. […] El plazo para presentar la solicitud del Permiso Temporal de Permanencia–PTP vence indefectiblemente el 31 de diciembre de 2018.”
(The PTP was for Venezuelans who entered Peru by 31 October 2018, and the application deadline was 31 December 2018, with no exceptions.)
If you hold a PTP from that period, it has expired. It is not a valid document today.
The 2020 CPP: closed in 2023
Decreto Supremo 010-2020-IN opened a procedure for people who were irregular on a fixed date:
“Es el procedimiento administrativo mediante el cual se regulariza la condición de las personas extranjeras que se encuentren en situación migratoria irregular en el territorio nacional, a la fecha de publicación de la presente norma.”
(It covered people already in irregular status when the decree was published, in October 2020.)
Decreto Supremo 008-2022-IN made the card from that process last two years. The application window was extended several times. The last extension we found is Resolución de Superintendencia 000093-2023-MIGRACIONES:
“Disponer una nueva ampliación del plazo de presentación de solicitud de los procedimientos previstos en el Decreto Supremo N° 010-2020- IN por un periodo de treinta (30) días calendario contados desde el 1 de abril de 2023.”
(One more extension of 30 calendar days, counted from 1 April 2023.)
Then Decreto Supremo 003-2023-IN exceptionally extended the CPPs from that process expiring from 9 July 2023 onwards, “hasta 30 días hábiles después de publicada la modificación de la Calidad Migratoria Especial Residente” in the Migraciones TUPA (up to 30 business days after the new Especial Residente procedure was published in the agency’s procedures list). That extension was there to give people time to apply for Especial Residente. It did not keep the cards alive indefinitely.
The 2023 PTP: six months to apply
Since 2023 the PTP is part of the regulation of the Migration Law (item 67.5). But the regulation does not leave it open. It says Migraciones sets the conditions and the window in a separate resolution:
“Las condiciones del otorgamiento del permiso se encuentran reguladas en la correspondiente Resolución de Superintendencia dictada por MIGRACIONES, en el marco de sus competencias; la misma que es emitida cuando lo considere pertinente. […] asimismo, se indica el plazo por el cual se encuentra habilitado el procedimiento.”
(Migraciones issues a resolution with the conditions when it sees fit, and that resolution states how long the procedure is open.)
The resolution that opened it was 000109-2023-MIGRACIONES, published on 9 May 2023:
“El plazo para presentar la solicitud de regularización migratoria es de seis (6) meses, contados a partir de la entrada en vigencia de la presente resolución.”
(Six months to apply, counted from its entry into force.)
It entered into force the day after publication. By our count, the window ended in November 2023. It covered only people who were irregular on the day it took effect, and the CPP it issued lasted one year.
What this means today: there is no general right to apply for a PTP. If Migraciones opens a new one, it will do so through a published resolution. We found none after the 2023 one.
What is still open: from CPP to Especial Residente
If your CPP is still valid, you have a stable way forward. The Especial Residente status has been in the law itself since Decreto Legislativo 1582:
“Es otorgada por MIGRACIONES a aquellas personas extranjeras que, habiendo ingresado al país, requieran regularizar su situación migratoria, después de haber obtenido un permiso de regularización habilitante en el territorio nacional. […] Esta le permite al extranjero múltiples ingresos al país y realizar actividades lucrativas de forma subordinada o independiente en los sectores público y/o privado. El plazo de permanencia es de hasta trescientos sesenta y cinco (365) días, prorrogable.”
(It is for people who already obtained a regularization permit in Peru. It allows multiple entries and paid work, employed or self-employed, and lasts up to 365 days, renewable.)
Article 98-A of the regulation sets two time conditions that matter:
“b) Contar con una permanencia mínima de seis (6) meses, computados desde la aprobación del último permiso temporal de permanencia otorgado. c) Presentar la solicitud antes del vencimiento de la vigencia del permiso temporal de permanencia, sin perjuicio de lo dispuesto en el numeral 220.4 del artículo 220 del Reglamento del Decreto Legislativo Nº 1350.”
(At least six months since your last permit was approved, and the application must be filed before the permit expires, subject to item 220.4 of the regulation.)
The condition most people miss is the second one: you apply before the CPP expires. This status gets you a carné de extranjería. For renewing it, see the page on the carné de extranjería.
The humanitarian status is not a mass regularization
The humanitarian status is still in the law, but it is individual. Article 29.2.m of Decreto Legislativo 1350, as worded by Decreto Legislativo 1582, grants it:
“Para el extranjero que encontrándose en territorio nacional y sin reunir los requisitos para acceder a la condición de asilado o refugiado, se encuentre en situación de gran vulnerabilidad o peligro de vida en caso de abandono del territorio peruano o para quien requiere protección en atención a una grave amenaza o acto de violación o afectación de sus derechos fundamentales. […] El plazo de permanencia es de trescientos sesenta y cinco (365) días. Pudiendo mantenerse en tanto persistan las condiciones de vulnerabilidad por las cuales se otorgó la calidad migratoria.”
(For people in Peru who do not qualify as refugees or asylees but face serious vulnerability or danger to their life if they leave, or who need protection from a serious threat to their fundamental rights. It lasts 365 days and can continue while the vulnerability lasts.)

The 2025 “formalización migratoria” is not a new PTP
In August 2025 Migraciones approved a plan through Resolución de Superintendencia 000110-2025-MIGRACIONES. Its article 1 says what it is for:
“Aprobar el “Plan de Fortalecimiento Operativo para Mitigar la Migración Irregular”, que, como Anexo, forma parte integrante de la presente resolución; disponiendo que, la Dirección de Operaciones intensifique e incremente los operativos de verificación y fiscalización migratoria a nivel nacional, con el objetivo de identificar a las personas extranjeras en situación migratoria irregular.”
(It approves a plan for Migraciones to step up verification and enforcement operations nationwide, to identify foreigners in irregular status.)
The resolution creates no new permit and opens no window. What the press called “formalización” uses procedures that already existed. And the law is clear that regularization depends on specific rules:
“Los extranjeros que se encuentren en situación migratoria irregular pueden solicitar su regularización migratoria de conformidad con las disposiciones que se dicten en el marco de la regularización migratoria.”
(Foreigners in irregular status can apply to regularize under the rules issued for that purpose.)
What to do, depending on your situation
- Valid CPP: apply for Especial Residente before it expires. Do not leave it to the last month.
- You stayed past the permitted time of your status: there is a separate window to regularize without leaving the country. See the page on overstaying.

- You need protection: see refugee and asylum status.
- Someone offers you a “new PTP” for money: ask for the resolution number and look it up in El Peruano. If it does not exist, there is no PTP.

How to file
- Check which document you hold and when it expiresLook at the expiry date on your CPP or carné. Everything else depends on whether it is still valid.
- If your CPP is valid, apply for Especial Residente before it expiresYou apply through Migraciones' Agencia Digital. You need at least six months since your last permiso temporal de permanencia was approved.
- If your authorized stay expired, check the overstay windowThere is a separate procedure, not the PTP, for people who stayed past their permitted time. It is on the overstay page.
- Be wary of anyone selling a "new PTP"A PTP exists only if Migraciones publishes a resolution opening it. If someone offers you one, look up that resolution in El Peruano or on gob.pe/migraciones before you pay.

The PTP is still open: any foreigner without papers can apply today.
Each PTP had its own deadline. The one for Venezuelans closed on 31 December 2018. The 2023 one gave six months from its entry into force. Since 2023 the PTP sits in the regulation, but it only opens when Migraciones issues a resolution that sets the window. We found none after the 2023 one.
If my CPP expired, I can still switch to Especial Residente whenever I want.
Article 98-A of the regulation requires you to apply before your permiso temporal de permanencia expires. The only exception it mentions is item 220.4 of the regulation.
The 2025 "formalización migratoria" is a new PTP.
Resolución de Superintendencia 000110-2025-MIGRACIONES approves a plan to step up verification and enforcement operations. It does not create a new permit or open an application window.
The humanitarian status is a mass regularization for anyone without papers.
It is granted case by case to people in serious vulnerability or at risk of their life if they leave Peru, and to other groups the law lists (asylum seekers, trafficking victims, unaccompanied children, among others). It is not a process open to everyone.

Is there a PTP process open in Peru right now?
We found none. Since 2023 the PTP is in item 67.5 of the regulation, but that item says Migraciones sets the conditions and the window in a resolution it issues when it sees fit. The last one we found is 000109-2023-MIGRACIONES, which gave six months to apply from its entry into force in May 2023.
My CPP is still valid. What should I do before it expires?
You can apply for the Especial Residente status, which gives you a carné de extranjería. Article 98-A requires at least six months since your last permit was approved and an application filed before the CPP expires. Especial Residente lasts up to 365 days and can be extended.
My CPP has expired. Am I irregular now?
The CPP proves your regular status while it is valid. If it expired and you did not apply for another status, what applies depends on your case. Article 98-A mentions item 220.4 of the regulation as an exception; we did not review it here. Check your case with Migraciones before you leave the country.
I entered through an unofficial crossing. Can I regularize?
Article 36 of the law says regularization follows whatever rules are issued for it. We found no rule open for that case today. If you need protection, see the page on refugee and asylum status.
