How do you get, renew or replace a carné de extranjería in Peru?

Short answer

You don't apply for the carné de extranjería on its own: Migraciones issues it when it approves your resident immigration status. Renewal (S/ 22.10) and replacement (S/ 20.20) are done on the Migraciones Agencia Digital, and only while your residency is current.

The clock running against you

30 calendar days from the change in the data you must update (address, marital status, employer or other).This is a procedural deadline: miss it and you lose that route and have to start another.

If you miss it, the fine is 1% of the UIT for each month (art. 190, literal c).

Who gets a carné de extranjería

The carné de extranjería (foreigner ID card) is the official ID of foreigners granted resident immigration status (calidad migratoria de residente), under article 17.1 of Legislative Decree 1350 as amended by DL 1582. It is not for tourists or people passing through.

There is no separate application for it. Migraciones, Peru’s immigration authority, issues it when it approves your change of immigration status or your application for resident status (regulation, article 43.1). The official gob.pe page puts it in one line: once your change is approved, they print your card. To get it you need approved residency and you must be in Peru (article 44.1).

If your residency was approved from abroad, article 43.1 gives you thirty calendar days from your first entry on that visa to register your biometric data with Migraciones, presenting the Interpol Ficha de Canje Internacional. How long it lasts: the law and Migraciones disagree

  • The law. Since November 2023, article 17.3 of DL 1350 says: «El carné de extranjería tiene la misma vigencia de la calidad migratoria otorgada» (the card lasts as long as the immigration status granted).
  • The regulation and Migraciones. Article 47-A of the regulation, the renewal page and a February 2026 Migraciones press release say the card lasts four years for residents, five years for permanent status and three years for children and teenagers.

The same press release says residency lasts one or two years depending on the status, and is extended through a procedure separate from card renewal (prórroga de residencia). Permanent residents do not extend residency, but they do renew the card.

We do not pick between the two. In practice, what matters is this: your card can show a later date than your residency. Check both dates in the Migraciones online check or with the QR code on the card. The regulation also says the card is cancelled on its expiry date (article 47-B, added by DS 011-2024-IN).

Renewal: when, how much and how

You renew when the card has expired or is about to. The February 2026 Migraciones press release says to do it thirty calendar days before expiry.

  • Cost: S/ 22.10, code 07561, at Banco de la Nación or Págalo.pe, according to the gob.pe page updated on 15 January 2024. The press release of 24 February 2026 gives the same amount.
  • Condition: you must hold the card and have current residency.
  • Where: on the Migraciones Agencia Digital. The gob.pe page says the card is issued within seventy-two hours; the regulation sets a maximum of three business days.
  • Collection: by appointment, at the regional office you chose, with your electronic receipt and your travel document.

Replacement: loss, theft, damage or changed data

You ask for a replacement (duplicado) when the card was lost, stolen or damaged, or your data changed.

  • Cost: S/ 20.20, code 07561, according to the gob.pe page updated on 15 January 2024.
  • Requirements: a copy of your passport or travel document and, for loss or theft, a copy of the police report or a sworn statement.
  • Timing: the gob.pe page says the request is processed within three business days at most. You then book an appointment to collect it.
  • Number: the replacement keeps the original number (article 46) and your Unique Foreigner Code (article 47.3).

For a minor, the gob.pe page asks the father, mother or guardian to present the child’s original birth certificate, if the child was born abroad, and the DNI of one parent or of the guardian.

Fines: what exists and what does not

We found no fine in article 190 of the regulation simply for holding an expired card. The two closest fines are different things:

  • Not updating the card’s data (address, marital status, employer and others): you have thirty calendar days from the change (article 47.1). If you don’t, the fine is 1% of the UIT per month, about S/ 55.00 per month at the 2026 UIT (article 190, literal c).
  • Not requesting a residency extension: this is the fine for expired residency, not for the card (article 190, literal d). We explain it in Migraciones fines and sanctions.

The new card with a chip

On 17 July 2026 Migraciones announced a pilot of the carné de extranjería with electronic verification: first for children and teenagers, at the Surco office (Jockey Plaza) and MAC Lima Sur, with the same fees for issue, renewal and replacement. On 20 July it published a statement saying the start date will be announced through its official channels. We found no later official announcement.

How to file

  1. Check what is expiring: your residency or your cardThey are two different dates. The Migraciones online check shows your card data and your residency extension. If your residency has expired, the extension comes first: renewal and replacement both require current residency.
  2. Pay the fee with code 07561At Banco de la Nación or on Págalo.pe: S/ 22.10 to renew and S/ 20.20 for a replacement, according to the gob.pe pages updated on 15 January 2024. Keep the receipt number and date.
  3. File the request on the Migraciones Agencia DigitalLog in as «Extranjero» and choose «Renovación del carné de extranjería» or «Duplicado». For a replacement, attach a copy of your passport and, if the card was lost or stolen, a copy of the police report or a sworn statement of loss or theft.
  4. Book an appointment and collect the card in personOnce the card is issued, book an appointment on the same platform and collect it at the office you chose. Bring the electronic receipt and the travel document you used for the procedure. If the card was lost or stolen, also bring the police report.

Frequently asked questions

Can I renew the card if my residency has already expired?

No. The renewal page and article 47-A of the regulation require you to hold the card and have current residency. You first have to regularize or extend your residency.

How far ahead should I renew it?

The Migraciones press release of 24 February 2026 says the card must be renewed thirty calendar days before it expires, through the Agencia Digital.

How long does renewal take?

The regulation sets a maximum of three business days (art. 47-A). The gob.pe page says the card is issued within seventy-two hours, after which you book an appointment to collect it.

What about the new card with a chip?
