What is the TUUA airport fee in Peru, and who sets what you pay?
The TUUA is Peru's airport use fee (Tarifa Unificada de Uso de Aeropuerto). At Lima's Jorge Chávez airport, the origin TUUA, domestic and international, is set in the concession contract. The transfer TUUA was set by Ositrán: up to USD 10.05 (international to international) and USD 6.32 (domestic to domestic) per passenger, in force until 31 December 2030.

What is still unverifiedResolutions 005-2026-CD-OSITRAN and 012-2026-CD-OSITRAN were read in the text of Ositrán's official PDFs stored in our norm registry; we use their signing date because we did not confirm the El Peruano publication date, and we did not check whether they were later amended. The transfer TUUA amounts come from Joint Report 00020-2026-IC-OSITRAN, which Resolution 005-2026 declares an integral part of itself and which summarises Resolution 0019-2025-CD-OSITRAN; we did not read that resolution directly. None of these texts says whether the amounts include IGV (Peru's VAT) or how the TUUA is charged to the passenger. We did not check whether Ositrán has carried out the review of the investment component ordered by article 5 of Resolution 005-2026, or whether anyone took the case to court. D.S. 007-2026-MTC was read on gob.pe for another page of this site; we do not quote its wording here.
What the TUUA is
TUUA stands for Tarifa Unificada de Uso de Aeropuerto, the unified airport use fee. It is one of the fees charged by the operator of a concessioned airport. Ositrán’s User Regulation lists it among airport services: «Servicios aeroportuarios en relación a la TUUA» (airport services related to the TUUA; art. 22(b)).
At Jorge Chávez International Airport in Lima, the operator is the concessionaire Lima Airport Partners S.R.L. (LAP). The concession contract, as Ositrán transcribes it, says «la TUUA tiene la finalidad de cubrir los costos por servicios indicados en el Apéndice 1» (the TUUA is meant to cover the costs of the services listed in Appendix 1). We did not read that Appendix.
Ositrán distinguishes three TUUAs at Jorge Chávez: the domestic and the international, which together it calls the «TUUA de origen» (origin TUUA), and the transfer TUUA, for connecting passengers.
Who sets each one
| TUUA | Who sets the amount | Amount in the texts we read |
|---|---|---|
| Origin, domestic | The concession contract (Annex 5), with periodic review | Not stated |
| Origin, international | The concession contract (Annex 5), with periodic review | Not stated |
| Transfer, international to international (INT-INT) | Ositrán, Resolution 0019-2025-CD-OSITRAN, confirmed in 2026 | USD 10.05 per passenger |
| Transfer, domestic to domestic (DOM-DOM) | Ositrán, same resolution | USD 6.32 per passenger |
The transfer amounts are maximum values: Resolution 005-2026 says Resolution 0019-2025 set «los valores máximos de la TUUA de Transferencia» (the maximum values of the transfer TUUA). They run until 31 December 2030. The texts don’t say whether they include IGV.
Ositrán is the regulator of public-use transport infrastructure. Resolution 005-2026 itself recalls that, under Ley 27332, the regulatory function «comprende la facultad de fijar tarifas de los servicios bajo su ámbito de competencia» (includes the power to set fees for the services within its remit).
For the origin TUUA, the regulator doesn’t set the amount from scratch. Ositrán puts it this way: «el Anexo 5 del Contrato de Concesión del AIJC fija expresamente las tarifas de la TUUA de origen, así como su mecanismo de revisión (RPI-X) y la periodicidad para dicha revisión» (Annex 5 of the airport’s concession contract expressly sets the origin TUUA rates, their review mechanism, RPI-X, and how often they are reviewed). According to the report attached to the resolution, after the first eight years of the concession those rates «se reajustarían periódicamente por la variación del índice de precios al consumidor de los Estados Unidos de América, menos un porcentaje estimado de los incrementos de productividad» (would be adjusted periodically by the change in the US consumer price index, minus an estimated productivity percentage).
The transfer TUUA: what was decided in 2025 and 2026
The origin: Addendum 6 (2013). The contract was amended so that «a los pasajeros en transferencia se les aplica una TUUA» (a TUUA applies to transfer passengers). Under clause four of that addendum, as Ositrán transcribes it, the concessionaire will charge that TUUA «a partir de la puesta en operación del Nuevo Terminal de Pasajeros» (from when the New Passenger Terminal starts operating). Ositrán describes that terminal as infrastructure that «inició operaciones en 2025» (started operating in 2025).
The fee: Resolution 0019-2025-CD-OSITRAN. Ositrán approved it on 23 November 2025 and it was published in El Peruano on 25 November 2025. According to the summary in the 2026 joint report, it set the transfer TUUA, «vigente hasta el 31 de diciembre de 2030» (in force until 31 December 2030), at these values: «TUUA de Transferencia para los pasajeros INT-INT: USD 10,05 por pasajero» and «TUUA de Transferencia para los pasajeros DOM-DOM: USD 6,32 por pasajero». Spanish uses a comma for decimals: USD 10.05 and USD 6.32.
The airlines’ challenge. On 17 December 2025, the Association of International Air Transport Companies (AETAI) and the International Air Transport Association (IATA) asked for reconsideration. Among other points, they argued the fee would hurt the airport’s competitiveness against other hubs, because it makes tickets more expensive and reduces demand.
The answer: Resolution 005-2026-CD-OSITRAN (4 February 2026). Ositrán joined the two requests, rejected both as unfounded and decided «Confirmar la Resolución de Consejo Directivo N° 0019-2025-CD-OSITRAN, dando por agotada la vía administrativa» (to confirm Resolution 0019-2025, closing the administrative route; arts. 1 to 4). Some of its reasons:
- The fee isn’t a discretionary decision by Ositrán: it responds to «un mandato contractual contenido en la Adenda N° 6» (a contractual mandate in Addendum 6).
- The transfer TUUA «remunera los servicios puestos a disposición de los pasajeros en transferencia y no su consumo efectivo» (pays for the services made available to transfer passengers, not their actual use). In other words, it isn’t calculated on how much of the terminal you use.
- On competitiveness, Ositrán said the airlines’ analyses were partial and ignored the new terminal and the second runway coming into operation.
What remains open. Article 5 orders a review of the calculation once the recognition of the Expansion’s investments is finished, «a efectos de que se actualice exclusivamente el componente de inversiones» (so that only the investment component is updated). See “Possible changes ahead”.
What these texts don’t say. They don’t say whether the amounts include IGV, or whether the TUUA is charged inside the ticket or separately, and they set no value for a connection between a domestic and an international flight. Nor do they say what the origin TUUA is today. We did not read Resolution 0019-2025 directly: its amounts come from the report that Resolution 005-2026 declares an integral part of itself.
Not everything Ositrán sets is paid by you
On 12 March 2026, Resolution 012-2026-CD-OSITRAN issued an access mandate to LAP in favour of seven airlines for their operating offices in the new terminal. It set the access charge: the intermediate user (the airline) must pay LAP «en calidad de Cargo de Acceso y como contraprestación por el arrendamiento del Área la suma de US$ 61,13 (sesenta y uno con 13/100 dólares americanos) por m2 al mes sin IGV» (as an access charge and rent for the area, US$ 61.13 per m² per month before IGV).
It is a payment between the airline and the airport, not a passenger fee. If a news story presents it as a new charge on your ticket, that is not what the resolution says.
The price you see before you pay
The Civil Aviation Law Regulation (D.S. 050-2001-MTC) sets out what information must appear in the air transport contract. D.S. 007-2026-MTC, published on 5 March 2026, amended literal f) of its article 232, on ticket price information: the net value, taxes, fees and charges, and the payment methods for items not included. We do not quote its wording here.
In practice: before paying, compare the transport price with what is added as taxes, fees and charges. If you don’t understand an item, ask before confirming the purchase and keep the screenshot.
If you’re charged wrongly: where to complain
It depends on who charged you:
- If the charge is in your ticket, complain to the airline in its Libro de Reclamaciones (complaints book) and, if it doesn’t answer or resolve it, to Indecopi.
- If the airport charged you, complain to the operator. Ositrán’s complaints regulation covers complaints about «la facturación y el cobro de los servicios por uso de la infraestructura» (billing and charging for use of the infrastructure) and about «defectos en la información proporcionada a los usuarios, respecto de las tarifas» (defects in the fee information given to users; Res. 019-2011-CD-OSITRAN, art. 33(a) and (g)). Our reading is that a wrongful TUUA charge by the operator falls under literal (a).
The operator must also publish on its website «las tarifas y/o precios, así como los posibles recargos, de corresponder» (its fees and/or prices, and any surcharges; User Regulation, art. 15(a)). If it doesn’t, you can complain about that too.
Channels, deadlines and appeals are in where to complain at an airport.
How to file
- Look at the breakdown before payingSeparate the transport price from the taxes, fees and charges. Take a screenshot of the payment screen.
- If you connect in Lima, identify your caseInternational to international (INT-INT) or domestic to domestic (DOM-DOM). These are the two cases with a transfer TUUA set.
- Check the airport's published feesThe airport operator must publish on its website «las tarifas y/o precios, así como los posibles recargos» (its fees and/or prices, and any surcharges; Ositrán User Regulation, art. 15(a)).
- Complain to whoever charged youIf the charge is in your ticket, to the airline and then Indecopi. If it's an airport charge, in the operator's Libro de Reclamaciones; its answer can be appealed to Ositrán's Tribunal.
Possible changes ahead
None of this is law in force yet. What this page explains is what applies today; this is what could change it.
Rule still to be issued
Review of the transfer TUUA at Jorge Chávez International Airport (article 5 of Resolution 005-2026-CD-OSITRAN)
- Where it stands
- On 4 February 2026, article 5 of Resolution 005-2026-CD-OSITRAN instructed Ositrán's Regulation and Economic Studies Department to review the transfer TUUA calculation once the recognition of the airport Expansion's investments is finished. As of 12 October 2026 we did not check whether that review has happened.
- What it would change
- It could change the transfer TUUA amounts (USD 10.05 and USD 6.32 per passenger). The resolution says only the investment component will be updated: «exclusivamente el componente de inversiones».
- How it would take effect
- The resolution does not say which act would approve the update. Our reading is that Ositrán would have to issue a new tariff resolution; Resolution 005-2026 does not say so.
- When
- No date: it depends on the recognition of the airport Expansion's investments being finished.
«a efectos de que se actualice exclusivamente el componente de inversiones»What people fail to ask in time
Your connection in Lima was delayed or cancelled: do you know what the airline owes you while you wait?
Find out before it matters →What most people believe — and what the law says
Each airline decides the TUUA.
At Jorge Chávez, the origin TUUA rates are in Annex 5 of the concession contract, with their review mechanism. The transfer TUUA was set by Ositrán, the regulator, in Resolution 0019-2025-CD-OSITRAN.
The airlines got the transfer TUUA cancelled.
AETAI and IATA asked for reconsideration. Ositrán rejected both requests as unfounded and confirmed the fee, «dando por agotada la vía administrativa» (closing the administrative route; Resolution 005-2026-CD-OSITRAN, articles 2 to 4).
Every connecting passenger pays the same.
The fee has two maximum values: USD 10.05 for a connection between international flights (INT-INT) and USD 6.32 for a connection between domestic flights (DOM-DOM).
The amount is fixed until 2030 no matter what.
It runs until 31 December 2030, but Resolution 005-2026 ordered a review of the calculation once the recognition of the Expansion's investments is finished, limited to that component (art. 5).
Everything Ositrán sets at the airport is paid by you.
Not everything. Resolution 012-2026-CD-OSITRAN sets what airlines pay Lima Airport Partners for their operating offices in the new terminal: US$ 61.13 per m² per month before IGV. It is a payment between companies.
Frequently asked questions
Is the TUUA included in my ticket price?
The resolutions we read don't say. Check the price breakdown before paying and on your receipt. If a charge isn't clear, ask whoever charged it to explain it in writing.
Do the transfer TUUA amounts include IGV?
The texts we read don't say. They say «USD 10,05 por pasajero» and «USD 6,32 por pasajero» (per passenger) and don't mention IGV.
Does this apply at Cusco, Arequipa or other airports?
We can't tell from these sources. Resolutions 005-2026 and 012-2026 deal only with Jorge Chávez International Airport in Lima. We did not review fees at other airports.
Since when has the transfer TUUA been charged?
Addendum 6 to the contract says the concessionaire will charge it from when the New Passenger Terminal starts operating. Ositrán says that terminal «inició operaciones en 2025» (started operating in 2025). The fee runs until 31 December 2030. We did not confirm the exact date charging began.
What if I connect from a domestic flight to an international one?
According to Ositrán's summary, Resolution 0019-2025 approved values only for INT-INT and DOM-DOM. We found no value for a domestic-international connection and did not check what is charged in that case.
