Can I open a bank account in Peru without a carné de extranjería?
For a cuenta básica, yes: since 16 June 2025 the SBS rule lets you open one with an identity card, passport or another legally recognised document, not only the carné de extranjería. For regular accounts each bank sets its own requirements, and if you are refused or badly treated you can complain — the bank has 15 business days to answer.

That a basic account can be opened with another document comes from SBS Resolution 00908-2025, which we read in its official publication in El Peruano.

The balance limits, which we previously could not confirm, are now confirmed: SBS Resolution N.º 00704-2026 (in force since March 2026) sets them as multiples of the UIT, also read in its official publication. On whether a bank may demand requirements beyond those the rule sets: Resolución SBS 00908-2025 speaks of «requisitos mínimos» (minimum requirements) for identification, which suggests a floor rather than a ceiling, but it does not say expressly whether a bank can ask for more — we present that as a reasonable reading of the text, not a literal confirmation. The immigration framework was swept up to September 2026: the only post-Ley 32192 change we found is Ley 32229, on visa format.

What changed in 2025
Until 2025, the SBS basic-account regulation identified a foreigner by the carné de extranjería. That left out anyone who had just arrived, anyone whose carné was still being processed, and anyone holding another valid document.
Resolución SBS 00908-2025, published on 18 March 2025 and in force since 16 June 2025, changed that. According to the official El Peruano news item, a foreigner may open a cuenta básica with «carné de identidad, pasaporte o documento legalmente reconocido». The resolution also amends the electronic-money regulation the same way.
We read the text of Resolución SBS 00908-2025 in its official publication in El Peruano (not on the SBS’s own portal, which did not show it). The text speaks of «requisitos mínimos» — minimum requirements — for identification, and that word matters: it suggests a floor below which no bank can demand more documents than the rule sets, but it does not say expressly whether a bank can, on its own policy, ask for additional documentation beyond that floor. We did not find that point settled anywhere.
What a cuenta básica is, and what its caps are
A simplified savings account with operating caps instead of paperwork, designed for financial inclusion. Since March 2026, Resolución SBS 00704-2026 sets those caps as multiples of the UIT (a Peruvian tax unit that is adjusted yearly): up to 0.6 UIT per transaction, a maximum consolidated balance of 1.9 UIT at a single institution, and up to 2.8 UIT in accumulated monthly operations. With the 2026 UIT at S/ 5,500, that is roughly S/ 3,300 per transaction, S/ 10,450 in maximum balance, and S/ 15,400 a month — figures that rise each year with the UIT, so confirm the exact amount with your bank when you open the account. For a migrant who needs to receive a salary or send money home, it is usually enough. If you need more, once the basic account is open and you have a history with the bank, moving to a regular account is simpler.
Regular accounts: each bank decides
For accounts that are not basic, the SBS rule we read does not oblige banks to accept any particular document. Each bank sets its policy. What a bank cannot do is treat opening an account as a favour: the Civil Code says civil rights are common to Peruvians and foreigners, and a refusal should have a reason they can explain to you.
Keep the other side in view too: since DL 1582, every private entity must verify that you are in regular migration status. A bank asking for a valid carné is not discriminating; it is complying with that duty.
How to complain
The complaint goes to the bank first. Resolución SBS 04036-2022, article 7.1, is clear: «Los reclamos deben ser resueltos por las empresas en un plazo no mayor a quince (15) días hábiles». Keep the complaint number and the date. If they do not answer in time or the answer resolves nothing, the next step is Indecopi, which is free.
What remains open
Whether a bank may, on its own policy, demand documentation beyond the «minimum requirements» the rule sets for the cuenta básica — the text does not say so expressly, though the word «minimum» suggests it could. If a bank tells you the rule does not exist, ask for that in writing and ask the SBS.
How to file
- Ask for a cuenta básica and bring your passport or valid documentUse the words «cuenta básica». That is the product the SBS rule opened to more documents. Bring the original, valid and in good condition.
- If refused, ask for the reason in writing and file a reclamoEvery bank has a complaints channel and a libro de reclamaciones. Note the date, the branch and the name of the person who attended you. The bank has 15 business days to reply.
- If the reply resolves nothing, go to IndecopiThe Indecopi complaint is free and online.
- Keep your migration status currentSince DL 1582 private entities must verify that you are in regular migration status. An expired carné explains many refusals that look like discrimination.

Without a carné de extranjería no bank will open anything for you.
For the cuenta básica the SBS changed the rule in 2025: an identity card, a passport or another legally recognised document will do. For other products each bank decides, but 'we have no policy for foreigners' is not a rule, it is a commercial choice.
A cuenta básica is the same as a normal savings account.
No. It is a simplified account with operating caps, designed for financial inclusion. Since March 2026 (Resolución SBS 00704-2026) the caps are: up to 0.6 UIT per transaction, a maximum consolidated balance of 1.9 UIT, and up to 2.8 UIT in accumulated operations per month — with the 2026 UIT at S/ 5,500, that is roughly S/ 3,300, S/ 10,450 and S/ 15,400 respectively. The bank can confirm the exact amount in force when you open the account.
If the bank refuses me there is nothing I can do.
You can file a reclamo with the bank itself and it has 15 business days to answer in writing (Resolución SBS 04036-2022, article 7.1). If the answer does not satisfy you, the next step is Indecopi.
Frequently asked questions
What exactly should I say at the bank to get the cuenta básica opened?
Ask for the 'cuenta básica' by name, it's the product that SBS Resolution 00908-2025 opened up to more documents. Bring your passport, identity card or another valid, current document; it doesn't have to be the carné de extranjería.
If my carné de extranjería has expired, can the bank refuse me the account for that?
Yes, and that isn't necessarily discrimination: under DL 1582, every private entity, including banks, must verify that you're in regular migration status. An expired carné explains a lot of rejections that look arbitrary, so it's worth regularizing your migration status before you complain.
If the bank doesn't answer my complaint within 15 business days, what do I do?
Resolución SBS 04036-2022 requires the bank to resolve your reclamo within a maximum of 15 business days. If it doesn't answer in that time, or the answer doesn't solve anything, the next step is to file a complaint with Indecopi, which is free and done online.
What's the difference between complaining to the bank and reporting to Indecopi?
The reclamo to the bank is the mandatory first step: you file it directly with the bank and it has 15 business days to respond. Indecopi is the next step, free and online, and it only makes sense to go there if the bank didn't answer in time or its answer didn't fix the problem.
