CONADIS disability certificate in Peru: how to apply

What the disability certificate is

The disability certificate is the official medical document that certifies a person has a physical, sensory, intellectual, or mental disability, and describes its type and degree. In Peru, this certificate is the entry point for exercising the rights recognized under Law N° 29973, the General Law on Persons with Disabilities, and for accessing services and benefits aimed at people with disabilities.

It isn’t a procedure you complete directly at an administrative office: you obtain it through a medical evaluation at an authorized health facility.

Who can issue it

Article 76 of Law N° 29973 says the certificate is issued by registered certifying doctors at public, private and mixed health providers (IPRESS) nationwide. So it can be a public hospital, an EsSalud facility or a clinic, as long as it has a registered certifying doctor. Not all of them do, so ask first.

What it costs

The same article answers this: the evaluation is paid for by the health insurer (IAFAS) you are affiliated with, and the assessment and certification are free. In practice, your insurance (SIS, EsSalud or another) covers the evaluation. If you have no insurance, the Ministry of Health must help you get it, and if that fails, the evaluation, assessment and certification are all free.

And if your impairment is evident or congenital, the law says certification is immediate. We did not verify waiting times in other cases.

How the process works, step by step

In general terms, the process follows this sequence: request an appointment with the physical rehabilitation medicine department (or another specialty related to your condition), bring your ID and any relevant medical history, go through the evaluation that determines the type and degree of disability, and receive the certificate. See the steps section on this page for the detail.

Registering with CONADIS: a separate step

CONADIS — the National Council for the Integration of Persons with Disabilities — manages the National Registry of Persons with Disabilities. Having the medical certificate does not always automatically mean you are properly registered in that registry: in some cases the health facility itself reports the information to CONADIS, but it is the certified person’s responsibility to verify that their registration was actually recorded, especially if they will later need to prove it to access, for example, the employment quota for people with disabilities or priority service.

What it’s used for in practice

Article 76 says the certificate accredits that a person has a disability. With it you can claim the benefits in Law N° 29973, such as the employment quota, the bonus in public competitions, reasonable accommodation or discounted tickets.

Some benefits also require being on the CONADIS register. For example, Law N° 30412 gives people with severe disabilities who are on the CONADIS register free travel on urban and interurban public land transport. That is why it is worth confirming your registration.

This page does not cover other benefits (parking permits, for example) because they depend on rules we have not read.

What to do if something doesn’t work

If a health facility denies you an evaluation without justification, or if your certificate doesn’t appear registered with CONADIS after a reasonable amount of time, you can go directly to a CONADIS office or contact the Defensoría del Pueblo (Ombudsman’s Office) for guidance on your case.

Check with the health facility or CONADIS whether your registration was completed automatically or whether you need to request it yourself.
