The letter asks, in writing and with a deadline you choose, for whatever you tick: copies of minutes, the accounts or budget, or the resolution and percentage behind a charge. It cites Articles 138, 145, 148, 152 and 156 of the regulation of Law 27157 (D.S. 035-2006-VIVIENDA). Two limits: the regulation makes the administrator keep the minutes and accounts, but it does not say in those words that any owner may inspect them, and it sets no deadline to answer; so the letter asks, rather than demanding it as a right. And it does not tell you to stop paying: under Article 144, late payment of the fees leads to collection action.
