Indecopi fines a Chachapoyas private school S/105,270 on first instance for improper charges and steering uniform purchases
The Commission of Indecopi's San Martín Regional Office fined Empresa Educativa Grupo Horna S.A.C. 19.14 UIT for charges that are not allowed, late-payment interest above the legal limit, and steering the purchase of textbooks and uniforms. The school can appeal.
This is a first-instance sanction: the school can appeal within 15 business days of being notified to Indecopi's Specialized Consumer Protection Chamber, so the decision can still change.

The Commission of Indecopi’s San Martín Regional Office fined Empresa Educativa Grupo Horna S.A.C., which runs a private school in Chachapoyas, Amazonas, 19.14 UIT, or S/105,270, on first administrative instance. Indecopi announced the decision on 21 September 2026.
The case began with an inspection by Indecopi’s regional office in Amazonas. The Commission imposed 3.19 UIT for each infringement it found. According to Indecopi, these include:
- not stating in writing the date or time for paying the enrollment fee (cuota de ingreso) for the 2024 school year;
- charging extra fees for books and uniforms;
- setting late-payment interest above the legal limit;
- irregularities in the process for choosing textbooks;
- steering the purchase of school supplies and uniforms to a particular brand or supplier.
As corrective measures, the Commission ordered the school to give proper information on when the enrollment fee must be paid, to stop charging late-payment interest above the legal limit, to remove these conditions from its contracts, and to follow the rules on choosing textbooks.
