It cites Articles 1.1(e), 18, 19 and 20 of Law 29571. If you were told "no exchanges or refunds", the letter notes it and asks the store to say in writing which rule it relies on. One limit: the law grants a refund "in the cases provided for in the Code", and this page does not confirm which cases those are; the letter asks for it quoting that phrase as it is, without saying you are always entitled to it. The legal warranty is for products that are defective or not what you were offered; if you simply changed your mind, it depends on the store's own policy.
